The recent changes to Bill HB 1061 include the addition of the phrase "do not diminish the aesthetic appearance of the building" to replace the term "do not diminish the aesthetic value of the building." Although the wording is slightly different, the intent remains the same—ensuring that certain elements on buildings do not negatively impact how they look. This adjustment is important because it emphasizes "appearance," which may have implications for how these standards are enforced or interpreted in local contexts.
