AN ACT REQUIRING THE REPORTING OF INCIDENTS THAT RESULTED IN SERIOUS PHYSICAL INJURIES OR DEATH AT INSTITUTIONS OF HIGHER EDUCATION.
(a) [On or before October 1, 1991, and annually thereafter, each] Each institution of higher education shall annually prepare [in such manner as the president of the Connecticut State Colleges and Universities shall prescribe] a uniform campus crime and safety incident report concerning crimes committed and accidents occurring in the immediately preceding calendar year within the geographical limits of the property owned or under the control of such institution.

191 of the Uniform Crime Reports for the United States as authorized by the Federal Bureau of Investigation and the United States Department of Justice, sexual assault under section 53a-70b of the general statutes, revision of 1958, revised to January 1, 2019, or sections 53a-70, 53a-70a, 53a-71, 53a-72a, 53a-72b and 53a-73a, stalking under sections 53a-181c, 53a-181d and 53a-181e and family violence as designated under section 46b-38h.
(b) Each annual report prepared pursuant to subsection (a) of this section shall include (1) the number of full-time equivalent students, (2) the number of full-time equivalent employees, (3) the number of students and employees residing in campus housing, [and] (4) thefor numberany ofaccident incidents that occurred during the immediately preceding calendar year within the geographical limits of the property owned or under the control of an institution of higher education, including, but not limited to, campuses or dormitories in another country owned or under the control of an institution of higher education for the purposes of an international studies or international exchange program, (A) the number of such accidents that resulted in serious physical injuryinjury, oras defined in section 53a-3, and (B) the number of such accidents that resulted in death, and (5) for each category of criminal offense, the number of incidents reported and the crime rate.

191 OLR Bill Analysis sSB 954 AN ACT REQUIRING THE REPORTING OF INCIDENTS THAT RESULTED IN SERIOUS PHYSICAL INJURIES OR DEATH AT INSTITUTIONS OF HIGHER EDUCATION.
SUMMARY This bill adds a new reporting requirement to the annual uniform campus crime report that all Connecticut colleges and universities prepare.
It requires their reports to include the number of incidents resulting in serious physical injury or death that occurred in the immediately preceding calendar year on the property that they own or control.
Under the bill, “serious physical injury” means physical injury that creates substantial risk of death or causes serious disfigurement, serious impairment of health, or serious loss or impairment of a bodily organ’s function.
Additionally, the bill removes the requirement that the Connecticut State Colleges and Universities’ president determine how institutions must prepare their uniform campus crime reports.
It also makes other technical changes.
EFFECTIVE DATE:
July 1, 2021 BACKGROUND Uniform Campus Crime Reports Every Connecticut college and university must annually prepare a uniform campus crime report for each of its campuses with the help of state, local, and special campus police forces.
The report must contain crimes committed in the immediately preceding calendar year on the property that the institution owns or controls, limited to the following sSB954 / File No.

(1) those published in the most recent edition of the FBI and Department of Justice’s Uniform Crime Reports for the United States, part I, and (2) the following crimes as defined in state law:
sexual assault, stalking, and family violence.
Additional details that must appear in the annual report include (1) the number of full-time equivalent students and employees, (2) the number of students and employees living on campus, and (3) the number of reported incidents and the crime rate for each category of offense (CGS § 10a-55a(a)-(b)).
