Plain-language change summary

The latest version of Bill SB 402 has shifted from proposing a state office dedicated to investigating complaints against police officers to establishing a new Department of Civilian Justice. This change matters because it creates a broader framework for oversight by forming a department with specialized investigative and adjudicatory units, allowing for independent investigations that are not tied to individual police departments. The bill aims to enhance accountability and transparency in law enforcement and ensure that investigations are conducted by civilian personnel rather than law enforcement officers.
