Plain-language change summary

The recent amendment to Bill HB 5460 introduces a requirement for the Department of Transportation to seek approval from the legislature before increasing railroad fares. Previously, the bill suggested that increases would need approval from both chambers of the General Assembly, but the final version simplifies this by focusing on the Department's responsibility to notify the public and hold a hearing on proposed fare changes. This change is significant because it allows the department some leeway to manage fare adjustments while ensuring that the public is informed and can participate in the decision-making process. It balances operational efficiency with transparency and accountability to the public.
