Plain-language change summary

The updated version of Bill HB 7162 broadens the scope for open educational resources by allowing access for free instead of at a lower cost compared to traditional textbooks. This change removes the cost comparison requirement, emphasizing unrestricted access to educational materials for students and the public. It also clarifies that high-impact courses are those where open educational resources can significantly benefit all students enrolled, not just from a financial standpoint. This matters because it supports greater accessibility to valuable learning materials, potentially improving educational outcomes for a wider range of students.
