The bill has been amended to allow the Clemency Board to grant a waiver of the 5-year waiting period for applicants seeking a pardon, but only under certain conditions. Notably, this waiver can only be granted if the Board receives a notice from the Office of the Pardon Attorney or the President that a waiver has been issued. Additionally, applicants on probation, parole, or supervised release are not eligible for this waiver. This change is important because it could provide timely relief for individuals seeking pardons, depending on specific criteria, which may help reintegrate them into society more swiftly.
