(b) The Commissioner of Energy and Environmental Protection may enforce the provisions of this section and issue a warning for any first violation of the provisions of this section and establishany aperson finewho forviolates anythe provisions of this section a second or subsequent violationtime ofshall thebe provisionsdeemed ofto thishave section.committed an infraction.
(c) For purposes of this section, "smoking" means inhaling, exhaling, burning, carrying or otherwise possessing any lighted cigarette, cigar, LCOpipe No.or any other object or device of any form that contains lighted tobacco or any other smoking product including any electronic nicotine delivery system and vapor product.
