Plain-language change summary

The amended bill expands an existing law to include the Downtown Arena and Southeast Arena in restrictions against unauthorized access to playing surfaces. It clearly defines these arenas and outlines that entry is prohibited without permission from the arena operators. This change is important as it addresses safety issues related to large public gatherings, ensuring that these new venues are regulated similarly to the Robert F. Kennedy Memorial Stadium and District of Columbia National Guard Armory, promoting safer environments for events.
