The District of Columbia (“District”), Child and Family Services Agency (“CFSA”) is entering into a Sole Source Contract with The National Center for Children and Families, Inc., (NCCF) to provide foster care placement and case management services for children and youth in the District’s foster care system who will be placed, by the Contractor with foster families in the State Maryland while their families reside in the District.
The Contractor shall possess a Child Placement Agency (CPA) and Adoption license issued by the State of Maryland’s Department of Human Resources (“DHR”), Office of Licensing and Monitoring (“OLM”).
The Contractor’s social workers shall be dually licensed in the District and Maryland.
(D) The date on which a competitive procurement for these goods or services was last conducted, the date of the resulting award, and a detailed explanation of why a competitive procurement is not feasible:
The contract was competitively solicited on March 27, 2017, and subsequently awarded for a three- year base period to NCCF on September 28, 2017.

The extension will also allow for no disruption in services while giving adequate time for the council to review complex multiyear base year projects.

(G) The background and qualifications of the proposed contractor, including its organization, financial stability, personnel, and performance on past or current government or private sector contracts with requirements similar to those of the proposed contract:
NCCF was incorporated in Washington DC in 1915 and is the largest private child and family welfare agency in the city.
NCCF has partnered with CFSA for over 22 years providing case management and foster care services.
NCCF is an organization with a solid reputation and is currently providing these foster care placement and case management services to CFSA.
The Contractor is uniquely qualified to serve the diverse interests and needs of the communities of the District where they perform services.
An independent audit was conducted by RSM US LLP, on NCCF’s fiscal years 2019 and 2018 consolidated financial statements and opinioned that their financial statements presented fairly in all material respects.
Changes in their net assets and their cash flow for the years 2024 and 2025 ended in accordance with accounting principles generally accepted in the US.
Staff members represent the diversity of the city, and they bring together clinical, community building, and logistical skills to form a high-powered planning and implementation team.
The Contractor shall ensure that the staff composition, capacity and qualifications comply with standards for licensed Child Placement Agencies in Maryland and that direct practice social workers, supervisors and managers Columbia and Maryland.
This organization has provided satisfactory services during the period of performance under their current contract and on previous contracts for the same services for the District.
(H) A summary of the subcontracting plan required under section 2346 of the Small, Local, and Disadvantaged Business Enterprise Development and Assistance Act of 2005, as amended, D.C.
Official Code § 2-218.01 et seq.
(“Act”), including a certification that the subcontracting plan meets the minimum requirements of the Act and the dollar volume of the portion of the contract to be subcontracted, expressed both in total dollars and as a percentage of the total contract amount:
NCCF did not submit a subcontracting plan.
CFSA applied for a waiver of the sub-contracting requirement pursuant to DC Code 2-218.46 from the Department of Small and Local Business Development (DSLBD) on January 17, 2024, and received an approved waiver memorandum (WR- 5144) on February 6, 2024, for option periods one and two.
(I) Performance standards and the expected outcome of the proposed contract:
The performance standards for the contract are set forth in the contract.
The Contractor shall provide all the necessary labor, personnel, equipment, materials, facility(s), functional and technical expertise and management strategies to perform foster care placement and case management services in accordance with the provisions contained in the contract.
The Contractor shall provide these services in accordance with all existing federal and District of Columbia laws, rules, and regulations, including appropriate District licensure requirements, and consistent with policies, procedures and standards promulgated by CFSA.
The contractor shall meet all expected outcomes of the proposed contract to direct and CFSA referral services to foster and adoptive parents, children/youth achieving positive permanency, placing children/youth in stable placement foster homes, and working collaboratively with CFSA to identify barriers and solutions to service provision.
The Contractor shall also comply with all federal and District laws, regulations and standards governing child welfare, including those established by the Agency and under the Adoptions and Safe Families Act.
The Contractor shall also comply with all HIPAA requirements.
(J) The amount and date of any expenditure of funds by the District pursuant to the contract prior to its submission to the Council for approval:
N/A (K) A certification that the proposed contract is within the appropriated budget authority for the agency for the fiscal year and is consistent with the financial plan and budget adopted in accordance with D.C.

The CFSA Agency Fiscal Officer has certified that the agency has, in its approved budget for fiscal year 2026, sufficient funds to meet the obligations of the proposed contract.

The Office of Attorney General (OAG) deemed the current contract (DCRL-2021-C-0034) to be legally sufficient on February 10, 2021.
(M) A certification that Citywide Clean Hands database indicates that the proposed contractor is current with its District taxes.
If the Citywide Clean Hands Database indicates that the proposed contractor is not current with its District taxes, either:
(1) a certification that the contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District recovers any outstanding debt as provided under D.C.
