The amendments to Bill SB 971 clarify that the authority under which certain financial obligations can be issued is now based on general legislation rather than a specific special act from 1929. This change allows for more flexible management of the district's outstanding indebtedness, as it broadens the scope for how financial limits can be established and adjusted. By removing the reference to the old special act, the bill ensures that current legal and financial structures are more relevant and applicable, potentially leading to better debt management and funding for local projects.
