Plain-language change summary

The amendment changes the wording from "in an appeal brought pursuant to this section" to "in an application for relief made pursuant to this section." Additionally, it specifies that witnesses offering expert testimony about property value cannot be compensated on a contingency basis, regardless of whether the testimony is in an appeal or application for relief. This modification clarifies the context in which the restriction applies, ensuring that the same rule regarding contingency compensation applies across different procedures involving property assessments.
