Plain-language change summary

The amendment changes the focus of the bill from establishing a capacity threshold for review of alternative treatment septic systems to specifying conditions under which the Department of Energy and Environmental Protection can authorize their use. Now, these alternative systems may be used if they replace a failing septic system, do not permit further property subdivision, and do not increase the number of bedrooms on the property. This shift outlines specific criteria for approval rather than a capacity limit, which may affect how existing septic systems are upgraded or replaced.
