The amendment adds a new section that subjects participants and prospective participants in the "first five plus program" to the same restrictions on political contributions that apply to state contractors and prospective state contractors. This means that these individuals and entities cannot make or solicit contributions from their employees or subcontractors for certain political purposes. This change aims to ensure consistency in the regulation of political contributions among different entities involved with state contracts and financial assistance programs.
