Plain-language change summary

The amendment changes the language regarding collective bargaining agreements related to volunteer services. It clarifies that no municipality can enter into an agreement that limits their ability to allow individuals to provide volunteer services, specifically noting that this does not apply to agreements for paid firefighters or police officers. Additionally, the effective date of the bill has been corrected from July 1, 2108, to July 1, 2018. This specification on volunteer services aims to ensure municipalities can still utilize volunteers in their operations.
