Plain-language change summary

The amendment adds a new section that allows the Commissioner of Agriculture, in consultation with the Commissioner of Energy and Environmental Protection, to designate up to two shellfish parcels for nonprofit educational organizations to develop aquaculture sites specifically for an environmental education curriculum. These parcels cannot exceed one-half acre and must not be shared with other entities. This change creates a targeted opportunity for educational use of shellfish parcels, promoting environmental education through aquaculture.
