The changes in HB 5447 involve the repeal and substitution of sections related to audits of private providers of special education services. The amended text requires local and regional boards of education to submit to audits by the Auditors of Public Accounts to examine their monitoring of student attendance and ensure proper services are provided, along with controlling costs. Additionally, the Auditors are authorized to act on behalf of the boards to audit private providers that receive state or local funds, and they must report their findings to various parties, including the local boards and the Commissioner of Education. This aims to enhance oversight and accountability in the provision of special education services.
