Plain-language change summary

The changes in the bill specify that the Office of Emergency Management and the Office of Counterterrorism will be included within the Division of Emergency Management and Homeland Security. Additionally, the role of the deputy commissioner will now explicitly exclude individuals who are sworn members of a law enforcement unit. This matters because it clarifies the organizational structure of the division and outlines who is eligible for the deputy commissioner's position, ensuring that it is not filled by a law enforcement officer.
