Plain-language change summary

The revised version of Bill HB 5364 changes the penalty for violations related to horseshoe crab regulations by designating such violations as an infraction. Additionally, it updates the deadline for the Commissioner of Energy and Environmental Protection to submit recommendations regarding restricted areas and seasons for taking horseshoe crabs, moving it to January 1, 2020, from January 1, 2019. These changes refine how violations are handled and provide additional time for recommendations aimed at preserving the horseshoe crab population.
