Plain-language change summary

The bill has been amended to increase the amount a town may deposit into a nonlapsing account for unexpended education funds from one percent to two percent of the total budgeted appropriation for education from the prior fiscal year. This means towns will now be able to carry over a larger portion of unspent education funds for future educational purposes, provided the expenditures are authorized by the local board of education. Additionally, the language has been clarified to reflect that it is the town, rather than solely a board of education, that can make these deposits.
