Plain-language change summary

The amendment revises the age for blood donation without parental authorization. Now, individuals who are seventeen years of age or older can donate blood without needing written consent from a parent or guardian, while those who are sixteen years old can do so only with such authorization. This change clarifies the age at which minors can donate blood independently versus when parental consent is required.
