Plain-language change summary

The revised text establishes that the Commissioner of Energy and Environmental Protection will develop specific strategies to ensure that plastic beverage containers sold in the state contain at least twenty-five percent post-consumer recycled plastic content by 2025. The original text mandated that all plastic beverage containers must meet this requirement without specifying a role for the Commissioner in developing strategies. This change outlines a more proactive approach to meeting the state's recycling goals.
