Plain-language change summary

The amendment changed the phrase "licensed departmental or contracted health care provider" to "departmental or contracted, licensed health care provider" for consistency in Section 1(a). Additionally, it moved the effective date for the transgender inmate policy from "October 1, 2018" to "July 1, 2018" to allow for earlier policy development. This means that the necessary guidelines for protecting transgender inmates will be established sooner, and the language used regarding licensed health care providers will be uniform throughout the bill.
