The amendment allows the Public Utilities Regulatory Authority to impose fines and restitution on customers for failures related to excavation, demolition, or discharge of explosives concerning underground utilities. It clarifies that civil penalties must be paid by the specific entity that received the notice of the compliance failure. Additionally, the amendment updates the time frame used for calculating lost and unaccounted for gas. This change affects how penalties are administered and potentially alters the financial responsibility for compliance failures.
