Plain-language change summary

The amendment adds the phrase "for such failure" in the context of penalties for public officials or state employees who do not file a report on received goods or services within the specified thirty-day period. This change clarifies that no penalties will be applied unless the failure to file is intentional or due to gross negligence. The practical effect of this change is to emphasize that inadvertent failures to file reports will not lead to penalties, potentially reducing concerns about unintentional compliance issues.
