Plain-language change summary

The amendments to SB 404 include adding a provision allowing any person with reasonable cause to believe that a patient is being abused to report this information to the Commissioner of Mental Health and Addiction Services or their designated representatives. Additionally, slight changes were made to remove the terms "neglect or exploitation" from the context of reporting to maintain consistency throughout the sections. These changes clarify who can report suspected abuse and streamline the language in the bill, potentially improving communication about patient safety concerns.
