Plain-language change summary

The bill has been amended to specify conditions under which commissions can deny affordable housing applications, particularly if the development has twenty-five units or fewer and exceeds the zoning density limit, unless certain criteria about affordable housing are met in the municipality. It also clarifies the appeal process for denied applications, placing the burden of proof on the commission to justify its decision based on existing evidence and public interest. Additionally, the appeals are to be handled by assigned judges within the judicial district, and specific definitions and points for housing units related to affordability have been updated for better clarity.
