Plain-language change summary

The amendments to the bill expand the scope of emergency response personnel's authority to include children as well as animals locked in vehicles under threatening conditions. Additionally, the liability protections for responders were updated to specify that these personnel will not be liable for civil damages related to their assistance, except in cases of gross negligence. These changes highlight the importance of ensuring the safety of both children and animals in potentially dangerous situations.
