The amendment removes a provision that prohibited the installation of devices intended to create a visual exhibition of smoke, while maintaining a focus on the operation of a motor vehicle in a way that causes such emissions. It also specifies the intent behind the actions that result in smoke emissions, including causing harassment or creating hazards. This change clarifies the focus on the conduct of driving and its immediate effects on others, rather than the installation of devices to produce smoke.
