The amendment adds new provisions for for-profit institutions of higher education in the state, which include requirements on how they use federal Pell grant and student loan funds. Specifically, it mandates that at least fifty percent of these funds must be spent on student instruction and limits spending on advertising to no more than fifteen percent. Additionally, it introduces several restrictions, such as prohibiting these institutions from offering unaccredited programs in licensed fields and advising students against certain borrowing practices. This change clarifies financial and operational standards for these institutions, impacting how they manage educational funding and student advisement.
