Plain-language change summary

The changes in the bill clarify the retroactive Medicaid eligibility for home-care services. Specifically, it streamlines the process related to penalty periods for applicants who have transferred assets. The revision removes specific timing details for when the penalty period begins, aligning the bill more closely with federal law and simplifying the text. This matters because it could make the application process clearer for eligible individuals seeking retroactive assistance for home-care services.
