Plain-language change summary

The amended version of the bill clarifies that the Commissioner of Correction must adopt formal regulations regarding the risk reduction credit program for inmates rather than relying on internal procedures. This includes establishing how credits are calculated, conditions under which inmates can earn or lose credits, and ensuring reviews occur before inmates are discharged. The change aims to provide a structured framework for administering the program.
