Plain-language change summary

The bill has changed the population threshold for imposing additional fees on individuals who start work on construction or systems without the necessary permits. It now applies to municipalities with a population of fifty thousand or more, down from seventy-five thousand. This change means that more municipalities will have the authority to establish these fees for unpermitted work, potentially increasing compliance with permitting requirements in smaller cities.
