The bill has been amended to specify that municipalities can impose annual user fees specifically on public and independent institutions of higher education, rather than using the broader term "colleges and universities." The updated text also clarifies that the user fee will be based on the number of full-time students residing on the institution's property and caps the fee at four hundred dollars per student. This change helps to clearly define the institutions affected and the calculation method for the fees.
