The update to SB 823 clarifies the language regarding beverage containers by correcting "comprise" to "comprised" for accuracy. Additionally, it specifies that noncarbonated beverage containers are exempt from refund value requirements if they are (A) sold for consumption on an interstate passenger carrier or (B) comprised of a dealer's existing inventory as of March 31, 2009. This matters because it ensures consistent application of refund values for beverage containers, while clarifying existing exemptions related to the sale and inventory of certain beverages.
