Plain-language change summary

The amendment to Bill SB 17 adds a provision allowing individuals without legal immigration status, who certify that they have applied or will apply for legal status, to be eligible for institutional financial aid at public colleges in the state, effective from the fall semester of 2018. This change broadens the criteria for financial aid eligibility by including those who are classified as in-state students for tuition purposes under specific conditions. The amendment also maintains the ability for the Board of Regents and the Board of Trustees to create necessary policies to implement this provision.
