Plain-language change summary

The amendment establishes a surcharge of five percent on adoption fees for animals adopted from municipal dog pounds, animal shelters, or rescue organizations. Previously, the funds from this surcharge were directed to the General Fund, but now they will be allocated to the Commissioner of Agriculture for deposit into the animal abuse cost recovery account. This change is intended to ensure that the revenue specifically supports the funding of the Second Chance Large Animal Rehabilitation Program.
