Plain-language change summary

The amended bill changes the focus from "requests for a permit" to "applications for a permit." It establishes that state agencies must either make a decision on a permit application or provide a status report explaining delays within sixty days of receipt. This matters because it aims to enhance communication and streamline the permitting process for applicants.
