Plain-language change summary

The amendment specifies that both a member or former member of the armed forces and their spouse or next of kin can request burial in the state veterans' cemetery. The term "veteran" was changed to "member or former member" to ensure clarity. This matters because it explicitly outlines who has the right to make burial requests, providing clear eligibility for both service members and their families.
