Plain-language change summary

The changes involve modifying the requirements for initial educator certification in vocational-technical schools and the establishment of a working group instead of a task force for training inmates in manufacturing jobs. Specifically, the experience requirement for a teaching certificate has been adjusted from eight years to five years in the indicated field, allowing for various forms of experience to count. Additionally, the composition and administrative structure of the group tasked with developing the inmate training program have been revised, with specified roles for legislative and executive representatives. These adjustments affect how educators are certified and how inmates might gain training for jobs, potentially impacting workforce development in both education and manufacturing sectors.
