The bill now allows the Office of Higher Education to assist both the Board of Regents for Higher Education and The University of Connecticut in establishing guidelines to encourage public and independent institutions of higher education to implement programs that reduce the cost of textbooks and other educational resources for students. This change broadens the focus from only independent institutions to include public institutions as well, which may enhance efforts to lower costs for a wider range of students.
