Plain-language change summary

The amended bill specifies that members of a public service district board are appointed by the governing body of each town, city, or borough and introduces a guideline for additional representation based on population. It further clarifies the borrowing powers of the district, including the necessity for public hearings when such borrowing is expected to raise annual district expenses by more than seven percent. Additionally, the board's budgeting process includes a requirement for public hearings with notice given in local newspapers. The changes ensure transparent governance and fiscal management within public service districts.
