Plain-language change summary

The amendment to HB 5992 changes the focus to require the Commissioner of Correction to report on recommendations for enhancing the program that allows inmates to earn risk reduction credits. This includes specifying graduated sanctions for repeated misconduct, identifying offenses that lead to partial or total credit loss, and improving compliance with offender accountability plans. This change implies a more structured approach to managing inmate behavior and credit earning, which can impact how risk reduction credits are applied moving forward.
