Plain-language change summary

The amendment changes the definition of "staff qualifications" for early childhood education programs accepting state funds. It extends the timeframe for certain qualifications to apply, moving the deadlines from June 30, 2020, to June 30, 2021, and modifies the requirements so that from July 1, 2021, all classroom staff must have specific credentials, eliminating an earlier provision that allowed for a bachelor's degree with additional credits in early childhood education or child development. This means that by the new deadline, all individuals responsible for classrooms will need to meet more stringent education requirements to qualify for state funding.
