Plain-language change summary

The changes to Bill S2776 include the clarification that the Department of Transportation (DOT) must compensate local government entities for delay damages caused by the shutdown of Transportation Trust Fund projects due to Executive Order No. 210 of 2016. Additionally, local governments are permitted to use their own funds to continue or complete halted projects without facing penalties such as withheld or revoked local aid from DOT or any other executive branch agency. This means local governments have more financial flexibility to manage transportation projects during disruptions caused by state executive orders.
