Plain-language change summary

The bill HB 239 has updated its language to clarify that the funding formula for exceptional children (EC) programs in North Carolina public schools will now reflect an allocation of 13% of the average daily membership count. This change from the previous version, which referred to 11%, is significant as it increases the funding percentage that schools can receive to support students with exceptional needs. This adjustment aims to ensure that schools have adequate resources to provide necessary services and support for these students.
