Plain-language change summary

The bill SB 35 has been revised to create an additional judgeship in the Second Judicial District instead of the First Judicial District, increasing the number of district judges in the Second District from thirty to thirty-one. Additionally, the emergency clause has been added, allowing the bill to take effect immediately for the public's health and safety. This change matters because it aims to address court needs in the Second District more promptly, potentially improving judicial efficiency and access to justice for the community.
