168 WHEREAS, the physical science laboratory at New Mexico e t 17 state university, founded in 1946 in Las Cruces, is southern w l n d 18 New Mexico's premier university-based applied research = = 19 a l laboratory, advancing technologies that support the nation's i a e r 20 defense, aerospace and security missions;
and a t m m 21 WHEREAS, the physical science laboratory was established d r e 22 in direct response to the nation's emerging defense, missile c e s k 23 and space programs following World War II, beginning with its e a n b 24 first contract on May 15, 1946 to support the army ballistics u [ research laboratory and assemble teams of students and .233311.2 scientists to process and analyze V-2 rocket telemetry data in support of early American rocket research at White Sands proving ground;
and the establishment of satellite tracking capabilities that HM 16 Page 1 contributed to global space tracking networks, strengthening the United States' scientific, aerospace and defense infrastructure throughout the Cold War and beyond;
and WHEREAS, for nearly eight decades, the laboratory has integrated applied research with hands-on education, supporting partners across federal agencies, industry and academia while translating academic innovation into mission-readymission- ready capabilities that address evolving national security and aerospace e t 17 requirements;
and w l n d 18 WHEREAS, the laboratory has continually evolved to meet = = 19 a l emerging national needs, sustaining and expanding expertise in i a e r 20 telemetry and missile systems, hypersonics, aerospace and a t m m 21 spaceflight systems, electronic warfare and advanced sensing d r e 22 technologies, cybersecurity and information sciences, unmanned c e s k 23 aircraft systems and predictive modeling and decision support, e a n b 24 delivering mission-critical solutions that enhance defense u [ readiness, aerospace advancement and homeland security;
and .233311.2 - 2 - WHEREAS, the physical science laboratory is one of only nine institutions nationwide designated by the federal aviation administration as an unmanned aircraft systems test site, and the laboratory plays a key role in advancing unmanned aircraft systems research, testing and workforce development that support safe integration of unmanned aircraft systems technologies into the national airspace and HM 16 Page 2 strengthening New Mexico's leadership in aerospace innovation;
and WHEREAS, the laboratory plays a vital role in educating and mentoring generations of students by providing hands-on research, cooperative education and workforce development e t 17 programs that prepare New Mexico students for high-demand w l n d 18 careers in science, engineering, aerospace and national = = 19 a l security, strengthening the state's talent pipeline and long- i a e r 20 term economic competitiveness;
