Plain-language change summary

The updated version of Bill HM 24 includes additional lines that highlight the unique circumstances surrounding the Las Vegas land grant, specifically its history of disputed ownership and how it is managed by a district court rather than by the heirs or occupants. This change is important because it emphasizes the challenges faced by members of the land grant community in exercising their rights and self-governance. By requesting a study on the consequences of restructuring the land grant, the bill aims to explore potential pathways for addressing these longstanding issues.
