Summary
Existing law establishes the California Workforce Development Board as the body responsible for assisting the Governor in the development, oversight, and continuous improvement of California's workforce development system. Existing law also establishes the Labor and Workforce Development Agency, overseen by the Secretary of Labor and Workforce Development, and including, among other entities, the California Workforce Development Board, the Department of Industrial Relations, the Employment Development Department, and the Employment Training Panel. This bill would require the Secretary of Labor and Workforce Development, in conjunction with the California Workforce Development Board, the Office of the Chancellor of the California Community Colleges, and the State Department of Education to develop a strategic plan, required to contain specified elements, for connecting the delivery of education and workforce development. The bill would authorize the Secretary of Labor and Workforce Development to commence the strategic plan only upon a determination by the Director of Finance that sufficient federal funds or private donations are available to the state to fully support the activities required for development of the strategic plan.
