Plain-language change summary

The bill LB 229 has been amended to clarify that services performed by marketplace network contractors for marketplace network platforms do not count as "employment" under Nebraska's Employment Security Law. This change is significant because it specifies that individuals working through these platforms, such as ride-sharing or delivery services, may not be eligible for certain unemployment benefits, which could affect their job security and financial support during periods of unemployment. In essence, this amendment defines the employment landscape for gig workers in Nebraska and highlights the ongoing debate about workers' rights in the gig economy.
